The park occupies a hilly area in the center of Kiryu. Its name comes from the historic place name “Kiryu-ga-oka,” which was once used for the area extending from Nishianraku-do toward Shimokuhisakata.

The zoo later became a member of the Japanese Association of Zoos and Aquariums and developed as the only public zoo in Gunma Prefecture. In 2023, it celebrated its 70th anniversary, reflecting its long relationship with the local community.
